In the course of more than 20 years of development, Inner Mongolia Xingye Group Co., Ltd. has always been adhering to the safe production management policy of “safety first, prevention foremost and adopting comprehensive treatment”. At present, the Company has fully implemented network-based safety management and really realized comprehensive safety management from dots to lines, from lines to planes, and from planes to networks. Nevertheless, the Company has still been following the latest safe production policies and regulations and industry standards of the state and combining management plans and advices provided by professional consulting firms with valuable experience accumulated by the Company in the past years. Besides, the Company vigorously promotes the legalization, normalization, scientification, standardization, and specialization of safe production management and endeavors to achieve the transition of safe production management work from ruling under persons to ruling under laws, from passive prevention to source management, from centralized renovation to normalized, regularized and institutionalized renovation, from post investigation and treatment to foundation consolidation, and from controlling casualty accidents to doing well in occupational safety and health work in a comprehensive way.

The Construction of Safety Management Organization

The Company and its affiliated enterprise respectively set up their own safety management organizations with their general managers as the first persons responsible for safe production and meanwhile appoint deputy general managers and establish safety management departments. The Company’s appointed leaders and safety management department are responsible for supervising and guiding the comprehensive safe production management work of the affiliated enterprises. The affiliated enterprises’ appointed leaders and safety management departments are responsible for examining, implementing and carrying out on-site safety management work. Besides, the Company establishes a strict safe production responsibility system for each post and ensures that the system could be carefully implemented at all levels. The safety managers at all levels establish safety management objectives, management systems, implementation measures and assessment criteria in a timely manner according to their own duties and powers. In this way, all safety management steps including objective decision-making, task decomposition, implementation, supervision and examination, audit and acceptance, and work summary are likely to really link with one another.

Safe Production Objectives

Safety works must start from the very beginning;
There shall be "zero" hidden danger upon safety rectification (i.e. the accepted rate of hidden danger rectification must reach 100%);
The incidence rate of industrial accidents must be no more than 3‰;
The pass rate of safety education and training must reach 100%;
The rate of employment with certificates for special type of work must reach 100%;
The safety measure fund must be completely put into use. 

Safety Education and Training

The Company and its affiliated enterprises respectively establish annual safety education and training plans in a timely manner and organize the whole staff to receive safety education and training and take safety examinations, so as to improve the employee’s safety awareness, correct the employee’s attitude towards safe production, help the employee know production processes and basic knowledge about safe production, and improve the employee’s safe operation skills. The Company’s safety and environmental protection department is responsible for organizing the compilation of Safety Education and Training Plan and relevant textbooks and organizing senior management of the affiliated enterprises to receive safety education and training. Besides, the department shall urge the affiliated enterprises to organize the whole staff to receive a variety of forms of safety education and training in a timely manner, including safety education, "three-level" safety education, safety education concerning changing shifts, safety education concerning new technologies and new processes, and safety education concerning special type of work. The training content mainly includes safe production laws and regulations, basic knowledge concerning safe production, technical knowledge concerning safe production, rules and regulations about the safety in production, labor disciplines, post safety operation regulations, performance and proper operation of labor protection articles, and relevant accident cases. Furthermore, the department shall ensure that the pass rate of safety education and training for employees reaches 100%.

Identification and Rectification of Hidden Dangers


The Company’s safety and environmental protection department establishes a strict safety inspection management system. The safety and environmental protection department shall carry out 1~2 safety inspections for the affiliated enterprises on a monthly basis. The department shall establish a specific plan before the inspection and build a detailed record sheet during the inspection to record inspection time, discovered hidden dangers, prescribed time limit for rectification, persons responsible for rectification, rectification measures and rectification review results. In order to perform responsibilities, the inspectors and reviewers must sign the record sheet for confirmation. The inspection content mainly includes production sites, hidden dangers, rectification condition of hidden dangers, construction of safety management system, and employees’ knowledge of safe and technical operation skills. The inspection forms mainly include regular comprehensive safety inspection, irregular random inspection, special safety inspection, and seasonal safety inspection. The rectification and treatment of hidden dangers shall adopt the principle of “discovering and treating in a timely manner”. All types of hidden dangers discovered on the inspection site must be treated immediately to the greatest extent. For general hidden dangers that cannot be treated immediately, the safety management department and relevant personnel shall issue Notice of Rectification of Hidden Dangers, which indicates rectification measures and time limit for rectification, to require the rectification unit to make rectification within the prescribed time limit. Besides, the personnel issuing such a notice and the rectification unit shall sign on the notice for confirmation. For major hidden dangers, the safety management department shall adopt temporary control measures before rectification and give a notice to instruct the production unit to stop operations. When necessary, the department may adopt isolation measures with respect to hazardous areas and establish a detailed Rectification Proposal. The content of the proposal shall include rectification deadline and target, rectification measures, responsible agencies and personnel, fund and material support, and emergency response plan. In the actual implementation process, the special safety management personnel shall be dispatched to direct operations on site. Upon the completion of rectification of hidden dangers within the prescribed time limit, the rectification unit shall submit Receipt of Rectification of Hidden Dangers to the safety management department. The production may not be resumed until the rectification result passes the acceptance conducted by the safety management department and relevant leaders in a timely manner. For the convenience of consulting, in the process of safe production inspection and hidden danger rectification, all kinds of basic data shall be classified and stored by specially appointed personnel in a timely manner.

Field Operation Safety Management

The Company’s safety and environmental protection department directs and supervises its affiliated enterprises to carry out the safe production responsibility system, improve the system of mine manager going into mines and the system of on-site safety inspection, strengthen safety management on the production site, and convene pre-shift meetings to explain on-site safety matters. The safety inspectors must inspect hidden dangers on the site and organize personnel to eliminate such dangers in a timely manner. For key parts or weak links in production, on-site inspectors (including mine mangers, shaft managers and safety officers) and monitor on duty shall sign on Letter of Confirmation, establish preventive measures, and eliminate hidden dangers thoroughly and shall not give instructions in violation of regulations or coercion to dangerous operations. Letter of Confirmation shall be submitted to the safety and environmental protection department of the enterprise for future reference at the end of a shift and shall be summarized at the end of a month. The managers at all levels and engineering technicians who are working on the site must abide by the safety confirmation system. As long as any unsafe factor is found, they shall adopt effective safety measures. For any hidden danger that cannot be eliminated immediately, they must report the danger to the safety management department and stop related operations in a timely manner. For any hidden danger that cannot be eliminated after the stopping of operations, the production, technology and safety departments shall research and establish safety measures together and the operations may not be resumed until the hidden danger is thoroughly eliminated.

Equipment Safety Management

The Company’s production technology department is responsible for directing and supervising safe operation and use, maintenance and management of equipment and facilities (including special equipment) of the affiliated enterprises. The Company’s production technology department conducts a serviceability rate check on the enterprises’ equipment and ensures that the rate of acceptable equipment meet standardized requirements. Besides, the department shall establish equipment selection, acceptance, debugging, use, and maintenance standards to ensure that all equipment purchased by the affiliated enterprise could be used in a safe way. The Company’s safety and environmental protection department is responsible for directing and supervising the affiliated enterprise to conduct inspections and detections on special equipment within the time limit prescribed in the management regulations. The operators must be persons who passed relevant training examinations organized by competent units and took appointment with certificates.

Safety Management of Hazardous Explosives and Chemicals

The Company’s safety and environmental protection department is responsible for supervising and directing the affiliated enterprises’ safety management work of hazardous chemicals, putting forward rectification measures in every month’s inspection process, and supervising the enterprises’ timely implementation of such measures. Besides, the department is responsible for supervising and directing the affiliated enterprises’ management of purchasing, transportation, storage, approval, receiving, returning, destroying, and other links of hazardous explosive and precursor chemicals according to relevant provisions of safety management of civil explosion equipment and hazardous chemicals and establishing and improving the management regulations of all links. The affiliated enterprises shall dispatch special personnel to manage storehouses of precursor chemicals and storehouses of civil explosion equipment, establish an early-warning mechanism, and establish and improve a duty management system. Moreover, the enterprises shall strictly implement the safety management system of double doors, double locks, receiving by two persons, double accounts, and management by double persons.

Safety Management of Safety Hedge "Six Systems"

According to the provisions of the State Administration of Work Safety and the safety supervision departments of governments at all levels on the construction of safety hedge systems of nonmetal mines, the Company’s mine enterprises have installed safety hedge “six systems” in a timely manner, including monitoring and controlling system, communication system, personnel positioning system, water rescue system, pressurized air rescue system, and emergency refuge system. Besides, the enterprises have dispatched special personnel to manage such systems, established and improved duty management systems, operation management systems, troubleshooting systems, and maintenance systems, and combined the use and management of "six systems" with their early-warning system management, accordingly ensuring the normal operation and use of the systems.

“Three Simultaneities” Management of Construction Projects

The Company’s affiliated enterprises shall conduct safety evaluation of construction projects in a timely manner and shall fulfill “three simultaneities” procedures of construction projects in a timely manner. The affiliated enterprises shall conduct argumentation of safe production conditions and pre-evaluation of safety of safe production projects and facilities in a timely manner upon completing feasibility study reports of new projects, reconstruction projects and extension projects. A construction project shall not be put into construction unless the safety chapter of the construction project has been examined and approved by the safety supervision and management department of the competent government. Upon completion of a construction project, the Company’s affiliated enterprise shall actively collaborate with the safe production supervision and management department of the competent department in its acceptance and form a completion acceptance report. The safety facilities and main works of a new project, a reconstruction project or an extension project of each of the affiliated enterprises shall be designed, constructed and put into production and service simultaneously.

Management of Labor Protection Articles

In accordance with relevant provisions of the Production Safety Law, the Labor Law and the Provisions on the Administration of Labor Protection Articles, the Company’s affiliated enterprises shall equip employees with labor protection articles and special labor protection articles as per the needs of positions. Besides, the affiliated enterprises shall strengthen the use and management of labor protection articles, establish accounts of labor protection articles, teach employees to wear and use labor protection articles, and examine labor protection articles before and during use. For special labor protection articles, the affiliated enterprises adopt safety identifier management. It’s forbidden to use special labor protection articles without safety identifiers. The affiliated enterprises have already established and improved files of identifiers of labor protection articles for special equipment.

Hazard Control and Management

The Company’s safety and environmental protection department is responsible for supervising and directing the affiliated enterprises' hazard control and management, conducting 1~2 safety inspections on the affiliated enterprises on a monthly basis, putting forward rectification opinions in a timely manner, and supervising the affiliated enterprises’ specific implementation of such opinions. The Company’s affiliated enterprises shall carry out hazard identification and risk assessment on production equipment and places in use, incorporate hazardous targets such as roofs of working faces, hoisting systems, drainage systems, blasting systems, blasting equipment storehouses, tailing ponds, and oil depots in the list of hazards, carry out key control and management on them, and establish disaster prevention measures and emergency response plans. The Company shall engage a unit with professional qualifications to evaluate, identify, and distinguish hazards of the affiliated enterprises and pick up major hazards. The unit shall evaluate major hazards on a regular basis, save the evaluation report, and submit the report to the Company’s safety and environmental protection department and the government’s safety supervision and management department for their records. The Company’s affiliated enterprises shall respectively set up major hazard management files. When monitoring major hazards, it is required to write hazard control records in a timely manner, grasp changes in hazards, and establish preventive measures in advance.

“Three Prevention” Safety Management

“Three prevention” includes fire prevention, burglary prevention and flood prevention. The Company’s affiliated enterprises shall carefully implement national laws and regulations, local policies, and rules and regulations about "three prevention”. Besides, they shall establish various emergency response plans in connection with “three prevention” safety management, prepare a "three prevention" safety management plan and a funding budget, carry out the construction, rectification and governance of "three prevention" safety infrastructures, overhaul "three prevention" equipment, power circuits and communication equipment on a regular basis so as to ensure their flexible and reliable operations, strengthen the publicity, education and training of "three prevention" safety, and intensify tour inspection and make tour inspection records carefully. “Three prevention” management adheres to key management of key parts. For critical parts of "three prevention” management, such as filling stations, explosive magazines, accounting offices, storehouses of chemicals, storehouses of materials, offices, dormitories, and special equipment operation rooms, the affiliated enterprises shall appoint responsible persons, establish management measures, make tour inspection records, and establish accounts. During special fire seasons and flood seasons, it is required to arrange personnel to conduct tour inspection by turns and treat found hidden dangers in a timely manner. As to special posts of “three prevention” management, employees shall take appointment with certificates. During the high-incidence season of “three prevention”, the middle and senior managers of the affiliated enterprises shall reduce business trips as much as possible; if they need to go out due to official businesses, they shall obtain the consents of relevant leaders and arrange special personnel to take over their shifts and shall keep communication open when going out.

Occupational Hazard Prevention and Control

The Company’s affiliated enterprises have established their own occupational hazard management agencies, appointed corresponding managers for such agencies, and carefully established occupational hazard management systems and occupational hazard prevention and control measures, e.g. strengthening occupational health examination before returning to work and in the production process and establishing occupational health records. The Company’s affiliated enterprises shall indicate places and factors of occupational hazards when concluding employment contracts with employees. In accordance with the provisions of administrative measures for occupational hazards, each enterprise shall report occupational hazards to the safety supervision and management department in a timely manner. The occupational hazard safety facilities and main works of a project shall be designed, constructed and put into production and service simultaneously and shall go through "three simultaneities" evaluation and acceptance procedures. Raw materials and equipment purchased by the Company’s affiliated enterprises shall meet the requirements in connection with occupational hygiene. The affiliated enterprises shall monitor occupational hazard factors on production sites on a regular basis and adopt an occupational hazard informing system on production and operation sites.

Emergency Response Management of Accidents

The Company’s safety and environmental protection department is responsible for supervising and directing the affiliated enterprises to prepare emergency response plans of work safety accidents, including comprehensive emergency response plans, special emergency response plans, and on-site disposal plans, and submitting such plans to safety supervision and management department of the local government for its records. Each of the affiliated enterprises shall set up an emergency response management organization with the general manager as the leader as well as the deputy general managers as the deputy leaders to take full responsibility for emergency rescues. Each of the affiliated enterprises shall conduct an emergency drill every half a year, evaluate and summarize the drill after the drill is completed, and rectify problems and shortcomings appearing in the drill in a timely manner. Both the drilling unit and the participating unit shall dispatch special personnel to supervise and inspect the rectification work at the specified time to ensure that the rectification work could be completed well. Besides, each of the affiliated enterprises shall conclude an agreement with mine rescue crew with professional qualifications in a timely manner according to relevant provisions. Once a work safety accident occurs, the site personnel shall report the accident to the superior immediately. Upon receiving an accident report, the superior shall start a special emergency response plan quickly and adopt effective measures to organize emergency rescue, prevent the accident from getting worse, and reduce casualties and property loss. When the rescue forces are insufficient, the superior shall request professional rescue crews for assistance.

Assessment and Rewards & Punishments

The Company’s safety and environmental protection department shall establish a safe production assessment and rewards & punishments management system so as to deal with various “three violations” phenomena in the production. The Company’s finance department is responsible for accounting treatment of economic punishments. The Company’s auditing and supervision department is responsible for conducting financial audits according to the safety and environmental protection department’s notice of punishment and preventing the occurrence of distortion phenomena.
The safety management work shall adopt “one-vote negation” system. That is to say, for the enterprise with industrial accidents, its responsible persons, including executive director/general manager, deputy general manager in charge of safety, and leader, deputy leader and other supervisors of safety and environmental protection department, shall be deprived of the right to take part in the selection of advanced safety units or individuals. 
A one-time bonus will be given to the following individuals or units:
I. Any unit which fully achieved the objectives of safety responsibility system, made all safety indexes reach the prescribed standards, and obtained excellent results in the examination;
II. Any unit or individual that obtained excellent results in special safe production activities;
III. Any individual who found major hidden dangers and eliminated such dangers in a timely manner, accordingly preventing the occurrence of major accidents and making special contribution to safety work;
IV. Any individual who rescued persons and enterprise property in danger in a scientific manner, accordingly prevent the accident from getting worse, reducing the loss of the accident, and making special contribution to safety work;
V. Any individual whose reasonable safety advice produced remarkable effects after being adopted or scientific and technological achievements concerning safety produced remarkable effects after being popularized.
